Three processes drive the demand here

  1. Employment and visa documentation

These have to read consistently across the whole stack, because an inconsistency between two documents is the thing that draws a request for evidence.

  2. Wake County court and civil filings

    Family law matters, name change petitions, property and estate documents. Where one party lives abroad or an asset sits overseas, the same file frequently has to exist in two languages at once so that both jurisdictions are reading the same thing.

  3. School and university admissions

    Enrolment in the Wake County schools needs prior school records and immunisation histories, and university applications need transcripts graded on scales the American system does not use. In both cases the grade table is the part that must not move, because a shifted row misstates a result.

The part people assume they will not need

A lot of the paperwork that arrives in this part of the Triangle is already in English. Indian universities issue degree certificates and mark sheets in English, as do universities across Nigeria, Ghana, the Philippines and much of the Commonwealth, so an engineer relocating here may have a complete academic file that needs no translation at all. The translation work sits one layer beneath that, in the records issued by local government rather than by a university, and it catches people out precisely because they assumed the whole file would be in English.

In practice that means municipal and state-level Indian records: a birth certificate from a municipal corporation, a marriage registration, a land or property document, a sworn affidavit, a police clearance from a district office. Depending on the state, those are written in Hindi, Marathi, Telugu, Tamil, Kannada, Malayalam, Gujarati, Punjabi or Bengali, and each of those languages brings a different script. Devanagari, used for Hindi and Marathi, joins its letters under a horizontal headline and forms conjunct clusters where two consonants merge into a single new shape. The southern scripts are rounder and structurally different again. There is one trap worth knowing about above all others: many of these documents print numbers in their own digit forms rather than in Western numerals, so a registration number or a date of birth can be silently misread if the digits are treated as decorative script. Anything numeric on an Indian civil record deserves a second look after translation.

Name transliteration is the other recurring problem, and it has no clean solution. There is no single official romanisation for most Indian languages, so the same name can appear with a doubled consonant on one certificate, a different vowel on another and an initial standing in for a father's name on a third. The rule that keeps applications out of trouble is simple and not negotiable: the translated document should carry the spelling used in the passport, even where a more faithful transliteration exists.

Chinese documents arrive from a different system with its own conventions. Household registration extracts and notarial certificates issued by Chinese notary offices often come in a fixed bilingual format already, which means the job is frequently to confirm and complete rather than to translate from scratch. Mainland records use simplified characters while documents from Taiwan and Hong Kong use traditional ones, and romanised names follow whichever convention the issuing passport office used. Korean and Japanese family register documents turn up in the same professional-migration context and behave similarly.

Spanish rounds out the picture. Western Wake County has Spanish-speaking residents working in construction, landscaping, food service and healthcare support, and their documents follow the Latin American pattern of two surnames and day-first dates. For these households the translation frequently runs outward rather than inward: school communications, tenancy paperwork and medical instructions written in English need to be readable at home.

Everything on the page counts, including the stamps

A document that has travelled internationally rarely arrives clean. Before it left the issuing country it probably collected a chain of authentication: a stamp from a district or state authority, a further endorsement from a national ministry, sometimes a consular sticker added on top of both. Each of those is a printed or rubber-stamped block of text with its own reference number and date, and each is part of the document as far as the office reading it is concerned. Leaving them untranslated produces a translation that covers the certificate but not the page, and a reviewer who cannot read the endorsement has no way to confirm the chain that makes the certificate trustworthy.

The same applies to the things people skip out of habit: the printed footer naming the issuing office, the marginal note recording a later correction, the handwritten addition in a different pen, the registrar's designation under a signature. On municipal records from South Asia in particular, a correction entered in the margin years after the original entry can be the most important sentence on the page, because it is the one that explains why two of your documents disagree with each other.
