Latin letters that do not sound the way you expect
Afaan Oromoo has been written in a Latin alphabet, known as Qubee, since 1991. Before that it appeared at various times in the Ethiopic syllabary and in Arabic letters, and the switch to Latin was a deliberate and contested decision rather than a technical convenience. For a translation service the practical result is excellent: no font on any device is going to fail to render Oromo text, because every character it uses is an ordinary ASCII letter. There are no diacritics to lose and no shaping rules to get wrong.
What Qubee does instead is reuse familiar letters for unfamiliar sounds. The letter x does not stand for the sequence in box; it writes an ejective t. The letter c is not the c of cat or of city; it writes an ejective ch. The letter q is an ejective formed at the back of the mouth, and the digraph dh writes an implosive d made by pulling air inwards. None of these have English equivalents. The consequence for anyone handling Oromo text is that spell checkers, name-matching systems and transliteration tools built on English assumptions will treat perfectly ordinary words as garbage, and that automated pronunciation of Oromo names by English-language systems will be wrong in a way that is not obvious to the person operating them.
Length is the other thing Qubee spells out. Both consonants and vowels can be short or long, and the long version is written by doubling the letter, so words carry runs of repeated letters that look like typing errors to software trained on English. The doubling is meaningful: change one letter and you change the word. Any cleanup pass, autocorrect setting or overzealous editor that collapses doubled letters will silently rewrite the text. Between the ejectives and the doubling, Oromo words also run visibly longer than their English equivalents, which is what pushes them out of narrow table columns in a form.
A short guide to the letters that mislead
x
An ejective t, made with the throat closed. It is not the ks of English and it is not silent. Words beginning with x are entirely normal in Oromo and confuse search tools built for English.
c
An ejective ch. English speakers reading an Oromo name aloud almost always get this one wrong, which matters when a name is being read out at a counter or entered into a system phonetically.
q
An ejective formed far back in the mouth, and never followed by u the way English q is. It appears frequently, including in the name of the alphabet itself.
dh and ph
Two digraphs that behave as single letters. dh is an implosive d, made by drawing air in rather than pushing it out, and ph is an ejective p. Neither is the th or f sound an English reader assumes.

Two audiences, two kinds of document
Oromo has more first-language speakers than any other language of Ethiopia, spoken across the Oromia region and into northern Kenya, and it is a working language of the regional state and now one of the federal working languages alongside Amharic. It also has a large and long-established diaspora. Minnesota holds the biggest Oromo community outside East Africa, with others in Washington, Seattle, Columbus, Toronto and Melbourne, and public agencies in those places produce information in the language. The result is translation demand pulling in two directions:
- Public agency material translated from English: health coverage, housing, benefits, school communications, tenants' rights and voting information for diaspora communities
- Asylum and immigration files translated into English: personal declarations, country condition statements, medical and psychological reports, and supporting letters
- Ethiopian civil documents: birth and marriage records, local administration certificates and identity paperwork issued at district level
- School leaving certificates, university transcripts and professional qualifications needed for credential evaluation abroad
- Court and police documents, and statements taken from Oromo speakers by interpreters
- Health education material, clinical consent forms and interpreter-support documents for hospitals
- Agricultural extension guidance, cooperative rules and market information for Oromia's farming districts
- Religious and community publications, radio scripts and diaspora association material

Two things on Ethiopian documents that no translation engine will flag
The date is not the date
Ethiopia runs its own calendar. It has thirteen months, twelve of thirty days and a short one at the end, it begins its year in September, and it sits roughly seven to eight years behind the Gregorian calendar depending on the time of year. A birth date printed on an Ethiopian certificate is therefore not the date a foreign registry will expect, and copying the numerals across unchanged produces a document that contradicts the passport. Time is counted differently too, from dawn rather than from midnight, so an appointment recorded at one o'clock in a hospital note is early morning. Dates and times need converting deliberately by a person, with the original noted alongside.
There is usually no family name
Ethiopian naming does not work on inherited surnames. A person carries their own given name, then their father's given name, and often their grandfather's. Nothing in that sequence is a family name in the sense a Western form means, so siblings share the second name but a married woman does not change hers, and the same person can appear with two names on one document and three on another. Forms that demand a surname get filled in inconsistently, which then looks like a discrepancy. Reproduce the name exactly as the passport prints it and do not reorder the elements to fit a template.

Is Oromo written in Latin letters or in the Ethiopic script?
Latin, since 1991, in an alphabet called Qubee. Earlier written Oromo appeared in the Ethiopic syllabary and in Arabic letters, and older material may still use them, but everything current uses Qubee. That is good news for PDF work: every character is standard ASCII, so there is no risk of missing glyphs or broken shaping the way there is with Amharic or Tigrinya.
Why does the output contain so many doubled letters?
Because vowel length and consonant length are both meaningful in Oromo and both are written by repeating the letter. Runs of doubled letters are correct, not typing errors, and a spell checker or cleanup pass configured for English will try to remove them. If you are processing the text after translation, make sure nothing in your pipeline collapses repeated characters.
Is my Ethiopian document in Oromo or Amharic?
Look at the script. Amharic is written in the Ethiopic syllabary, where each character represents a whole consonant and vowel combination and the letters look nothing like Latin ones. Oromo uses ordinary Latin letters. Many federal Ethiopian documents are in Amharic even when the holder is an Oromo speaker, so check what you are actually holding before setting the source language.
How should I handle the dates on an Ethiopian certificate?
Carefully, and by hand. The Ethiopian calendar has thirteen months, starts its year in September and runs roughly seven to eight years behind the Gregorian calendar, so a printed date is not directly comparable to a Western one. Clock times are counted from dawn rather than midnight. Convert deliberately, show the original alongside the conversion, and never let a date be copied straight across into a foreign form.
What do I put in the surname field for an Oromo name?
Whatever the passport shows. Ethiopian naming uses a personal name followed by the father's name and often the grandfather's, with no inherited family name, so nothing in the sequence really corresponds to a surname. Reordering the elements to suit a Western form is the fastest route to a mismatch between documents. Copy the passport exactly and, if a form forces a split, keep the order intact.
Can this be used for an asylum declaration?
For understanding one, yes, and it is genuinely useful for that. For filing, no. Immigration authorities require every translated document to arrive with a signed statement from the translator that it is complete and accurate, and asylum files carry consequences that make an unreviewed machine translation inappropriate. How well does it handle a scanned Ethiopian document?
Image PDFs and photographs are accepted, and clean high-resolution scans read best. Local administration documents are often typed on ageing equipment, stamped over the text and photocopied several times, which is the hard case. Registration numbers, dates and names should always be checked against the original by a person rather than trusted from the recognised text.
