About this index

Why a page per city

A birth certificate is a birth certificate anywhere, but the language it was written in and the process it is being submitted to are local. Someone in Detroit is usually moving an Arabic or Bengali record into English for a federal filing. Someone in Bogotá is usually moving a Spanish civil record into English for a consulate or a foreign university. The document type is the same; almost nothing else is.

These pages describe those differences. They do not describe local offices, because there are none: the service is online, files go up and come back in the browser, and nothing is posted.
