Massachusetts school translation requirements: what 603 CMR 57.00 means for machine translation
Massachusetts public schools may use machine translation for documents sent to parents, but a qualified School Translator has to review and edit the result first. This page explains the rule, the one exception, and where an automated draft fits.
What 603 CMR 57.00 is
603 CMR 57.00, Standards for Interpretation and Translation Services in Schools, was adopted by the Massachusetts Board of Elementary and Secondary Education on June 23, 2026. Districts have to follow it from September 1, 2027. It rests on M.G.L. c. 69, section 1B, which the Legislature amended in 2025 to require state standards for the people who interpret and translate between schools and families.
Its scope is narrow and specific. Section 57.01 says it sets standards for interpretation and translation services "to parents and legal guardians with limited English proficiency of all public school students". That includes charter, vocational, virtual and recovery high schools, collaboratives, and the day schools of approved special education programs. Spoken communication is handled by Education Interpreters and Advanced Education Interpreters. Written communication is handled by School Translators.
The regulation defines translation as "the accurate conversion of written text from one language into another language". It does not publish a list of which documents must be translated. Federal civil rights law and other state rules still decide that; 57.00 decides who may do the translating and how machine output may be used.
The machine translation rule
Section 57.05(3) is the sentence that matters for any district using software to translate:
"Machine translation may be used to translate a document so long as the translation is reviewed and edited as needed by a School Translator before the document is provided to a parent or legal guardian with limited English proficiency."
Read plainly, three things follow. Drafting by machine is allowed. A person who meets the School Translator standard has to look at the draft and correct it where needed. And that review has to happen before the family receives the document, so sending the machine version first and a corrected version later does not meet it.
The one exception
The same subsection carves out everyday messaging tools. "Multilingual communication applications or tools that support translated communication between parents or legal guardians and school staff may be used without review and editing by a School Translator for informational notifications that do not include any specialized terminology."
Both conditions have to hold: the message is an informational notification, and it contains no specialized terminology. The regulation does not define either phrase. A note about an early dismissal plausibly qualifies. A letter about a student's evaluation, placement, discipline or individualized education program almost certainly does not, because those are the subjects the regulation itself treats as specialized when it sets the rules for Advanced Education Interpreters. Where a district is unsure, treating the document as one that needs review is the safer reading, and it is worth watching the Department's page for guidance.
Who counts as a School Translator
Under 57.04(1), a School Translator has to clear three bars, each through an assessment, course or other measure approved by the Department of Elementary and Secondary Education:
- Written proficiency in English and at least one other language, including the specialized terms and concepts used in schools, shown through a formal assessment.
- An understanding of translation ethics in an educational setting and of confidentiality.

તે શું નથી કરતું
- તે શાળા અનુવાદકો પ્રદાન કરતું નથી, અને તેના સ્વચાલિત આઉટપુટની વ્યક્તિ દ્વારા સમીક્ષા કરવામાં આવતી નથી.
- તે એકલા હાથે 603 CMR 57.00 નું પાલન કરતો દસ્તાવેજ બનાવતું નથી.
