State agency and licensing paperwork
Being the seat of state government means a constant outbound flow: benefit notices, programme handbooks, public health material and professional licensing instructions that have to reach residents who do not read English. This is translation in the opposite direction from the immigration case, and its measure of success is whether an ordinary reader understands the obligation on the page.

Dissolution judgments, custody and support orders, restraining orders and probate filings. These are read by parties whose first language is not English, and frequently by a relative in another country who is expected to act on them, so both directions get used on the same matter.

The languages behind those files
Sacramento has one of the more visible Slavic populations in the United States, built over decades by Russian and Ukrainian families, and the documents that come with it are a lesson in how politics leaves marks on paper. A person born in Soviet Ukraine may hold a birth certificate issued in Russian, a later passport issued in Ukrainian, and an American document spelling the name a third way. None of those is a forgery and none is a mistake. Ukrainian has letters the Russian alphabet does not use, і, ї, є and ґ among them, and the standard way of putting Cyrillic into Latin script changed when the country did, so Sergey becomes Serhii and Vladimir becomes Volodymyr without anyone changing their name.
Two more Slavic details cause real friction. Patronymics sit between the given name and the surname on every Russian and Ukrainian civil document, and American forms have no box for them, so they get dropped, appended to a middle name field, or mistaken for a second forename. And Soviet-era certificates are physically distinctive: printed forms with a state seal, filled in by hand, with the issuing office written in an abbreviation that no longer refers to an institution that exists. A translation that reproduces the form structure, the seal text and the handwritten entries in their proper boxes is far easier for an American reader to trust than a paragraph summarising what the document seems to say.
Afghan families resettled in the region bring Dari and Pashto. Dari is the Afghan variety of Persian, so it is handled as Persian, while Pashto is a separate language; both are written in a Perso-Arabic script that runs right to left, with additional letters beyond the Arabic set. Two things matter technically. Right-to-left text means a translated document is re-laid-out rather than re-worded, with tables and signature blocks mirrored so the English reads in the order the original did. And dates are a genuine trap: Afghan official documents are commonly dated by the solar Hijri calendar, whose year number is several centuries behind the Gregorian one, so a year printed on a tazkira or a school certificate has to be converted rather than copied. A translation that copies the digits has produced a document that appears to describe events in the 1400s.
Vietnamese records are the opposite problem: Latin script, but with more marks per letter than almost any other writing system, since a vowel can carry a quality mark and a tone mark at once. Systems that cannot store them do not fail loudly, they simply return a name with the marks removed, which in Vietnamese produces a different word. Alongside that, the region keeps Hmong, Mien and Lao documents in circulation, many of them decades old and issued in whatever language an office of the time used rather than the one the family speaks.
Spanish is present throughout all of this, and in Sacramento its centre of gravity leans outbound. The volume is less in translating a single certificate into English than in getting long English documents, notices, benefit explanations, court instructions and school correspondence, into Spanish that an ordinary reader can act on without a lawyer sitting next to them.
