Document Translation in Merced County, California

Four languages, four completely different problems

The San Joaquin Valley did not acquire its languages from one wave of arrivals, and that shows in what people need read. Spanish is first by a wide margin, and the records that come with it are rural: registry entries from small municipios where the original book was filled in by hand, sometimes with a fountain pen, and the certified copy is a photograph of a page that has been sitting in a cabinet since the 1970s. A modern Mexican record carries a CURP, the national identity code, and the code encodes the holder's initials, birth date and state of birth. If the English version garbles one letter of it, a reviewer comparing the code against the name above it will see a contradiction on the face of the document.

A layer under that: a substantial number of farmworking families in the valley came from Oaxaca and speak Mixtec or Triqui at home rather than Spanish. Their civil documents are still in Spanish, because that is the language the registrar wrote in, so the translation pair does not change. What changes is the name handling. A name from a tonal indigenous language written down by a Spanish-speaking clerk can come out three different ways across three documents, and the right response is to translate each document exactly as issued and let a human explain the variation, rather than to harmonise the spellings and create a document that does not match its own source.

Punjabi families are long established across the valley's farm towns, and their documents arrive in Gurmukhi, the script used for Punjabi in Indian Punjab, which is written left to right with a headline bar running along the top of each word and a set of vowel signs attached above, below and beside the consonants. Optical reading goes wrong in a predictable way when a system treats those signs as separate characters instead of parts of a syllable. There is also a naming convention that American forms handle badly: Singh and Kaur function as shared names across a very large number of families, so matching a school certificate to a passport frequently depends on the father's name and the village, both of which appear on the Punjabi document and need to survive into the English one.

Merced was one of the places Hmong families settled after the war in Laos, and Hmong documents are unlike anything else on this list. The language had no widely used written form until the middle of the twentieth century, and the alphabet in general use writes tone as a final consonant letter, so two words that differ only in a trailing b, j, v, s or g are different words rather than typing errors. Many of the older papers in a Hmong household are not in Hmong at all: they are Lao or Thai documents issued in or around the refugee camps, often with an approximate date of birth, because no registry entry existed to copy from. Reading those honestly means translating what the paper says, including the approximation, not tidying it into a certainty.

Finally there is Portuguese, one of the county's oldest immigrant languages still in regular documentary use. Azorean families built much of the dairy industry on the west side, and their records come from island parish and civil registers where the handwriting is nineteenth-century and the orthography predates the spelling reforms. The nasal vowels marked with a tilde and the cedilla on the c are not optional decoration; strip them and you have changed the word. These are the documents people reach for when they are claiming Portuguese citizenship by descent or settling an estate that still has land in São Miguel.

About the county

Merced County sits in the middle of California's San Joaquin Valley, flat farmland running between Interstate 5 on the west and Highway 99 on the east, with the Merced River crossing it toward the San Joaquin. The county seat shares its name, and the other towns are the ones that hold the region up: Los Banos out by the San Luis Reservoir, Atwater, Livingston, Gustine, Dos Palos, Hilmar. It is one of those places where the population of a town and the tonnage of what leaves it each season are related facts.

Agriculture is not a sector here, it is the ground everything stands on. Almonds, sweet potatoes, dairy, poultry, alfalfa and row crops, and with them the packing houses, processing plants and cold storage that turn a field into a shipment. Castle Air Force Base at Atwater closed in the 1990s and became a civilian airfield with an aviation museum on the old apron, which is a reasonable summary of how the county's economy has had to reinvent itself more than once. The University of California opened its newest campus in Merced in 2005, the first new UC campus in decades, and it changed the kind of paperwork the county handles: transcripts, research appointments and international student records now sit alongside the harvest documentation.
