What a Colombian civil record actually contains

Nearly every file that leaves Bogotá for a foreign consulate begins in the same place. Births, marriages and deaths are entered in the civil register kept by the Registraduría Nacional del Estado Civil, and in practice many of those entries are made at a notaría acting on its behalf. The registro civil de nacimiento that comes out of that system is not a decorative certificate. It is an extract from a register, and it carries the office where the entry was made, the book and folio it sits in, a serial number, the NUIP assigned to the person at registration, and the full names of both parents exactly as they were written down on the day. An English form rarely has a field for all of that, which is why the translation has to keep each element visible and in the same relationship to the others rather than flattening the whole thing into a paragraph of running text.

The left margin is where these records do most of their work. A later marriage, a corrected spelling, a recognition of paternity, a divorce or a death is written back onto the original entry as a nota marginal rather than issued as a separate document. A copy requested today can therefore show one entry from decades ago followed by a short stack of annotations, each with its own date and its own office reference. A consular officer reading the English version expects to find those annotations present, in order, and attached to the entry they modify. Moving them to the foot of the page or leaving one out quietly changes what the document says about the person.

Identity documents sit on top of that foundation. The cédula de ciudadanía is the adult identity card and the tarjeta de identidad covers minors, and the cédula number follows a person through everything that comes afterwards. The same digits turn up on a university diploma, on a police certificate, on a notarised power of attorney and on a property deed. A number that reads differently in the translation than it does on the original is the first thing a reviewer notices, so digits, hyphens and the placement of the number relative to the name all matter more than the prose around them.

Background checks are a small Colombian peculiarity worth knowing about in advance. Three separate institutions keep three separate registers, and a visa file often asks for all of them: the judicial record from the Policía Nacional, the disciplinary record from the Procuraduría General de la Nación, and the fiscal record from the Contraloría General de la República. Each arrives as a short online printout carrying a verification string and a generation timestamp. Those strings are not translated. They are transcribed character for character, because the whole point of them is that a reader can type them back into the issuing system.
