What a Colombian civil record actually contains
Nearly every file that leaves Bogotá for a foreign consulate begins in the same place. Births, marriages and deaths are entered in the civil register kept by the Registraduría Nacional del Estado Civil, and in practice many of those entries are made at a notaría acting on its behalf. The registro civil de nacimiento that comes out of that system is not a decorative certificate. It is an extract from a register, and it carries the office where the entry was made, the book and folio it sits in, a serial number, the NUIP assigned to the person at registration, and the full names of both parents exactly as they were written down on the day. An English form rarely has a field for all of that, which is why the translation has to keep each element visible and in the same relationship to the others rather than flattening the whole thing into a paragraph of running text.
The left margin is where these records do most of their work. A later marriage, a corrected spelling, a recognition of paternity, a divorce or a death is written back onto the original entry as a nota marginal rather than issued as a separate document. A copy requested today can therefore show one entry from decades ago followed by a short stack of annotations, each with its own date and its own office reference. A consular officer reading the English version expects to find those annotations present, in order, and attached to the entry they modify. Moving them to the foot of the page or leaving one out quietly changes what the document says about the person.
Identity documents sit on top of that foundation. The cédula de ciudadanía is the adult identity card and the tarjeta de identidad covers minors, and the cédula number follows a person through everything that comes afterwards. The same digits turn up on a university diploma, on a police certificate, on a notarised power of attorney and on a property deed. A number that reads differently in the translation than it does on the original is the first thing a reviewer notices, so digits, hyphens and the placement of the number relative to the name all matter more than the prose around them.
Background checks are a small Colombian peculiarity worth knowing about in advance. Three separate institutions keep three separate registers, and a visa file often asks for all of them: the judicial record from the Policía Nacional, the disciplinary record from the Procuraduría General de la Nación, and the fiscal record from the Contraloría General de la República. Each arrives as a short online printout carrying a verification string and a generation timestamp. Those strings are not translated. They are transcribed character for character, because the whole point of them is that a reader can type them back into the issuing system.
Two surnames, and the accents that come with them
A person registered in Colombia carries two surnames: the father's first surname, then the mother's first surname. Neither is a middle name and neither is optional. English-language systems built around a single family name tend to swallow one of them, usually by treating the last word on the line as the surname and pushing the rest into a given-name field. The result is a graduate whose diploma and whose passport look like they belong to two different people, which is exactly the kind of discrepancy that stalls an application. A translated document should keep both surnames whole and in their original order, and should not invent a hyphen between them to make a foreign form happier.
Accents and the letter ñ are part of the spelling rather than ornament. Muñoz and Munoz are not the same surname, and Peña read as Pena is a different word in Spanish as well as a different name. Some foreign systems cannot store those characters at all, which is why a passport may show a stripped spelling while the civil register shows the full one. The translated file should reproduce the name the way the source document prints it, and the person submitting it should know which of the two spellings the receiving authority has on record, because reconciling them later costs far more effort than matching them at the start.

Consulates and visa files
Birth and marriage registrations, the three background certificates, bank statements and notarised declarations, all going into English for an embassy in Bogotá or for a case already open abroad. These files are read by people checking that names and dates agree across every page.
Universities abroad
A Colombian applicant normally sends three things together: the diploma, the acta de grado that records the graduation itself, and the certificado de notas with the full subject list. Foreign admissions offices read the grade table before they read anything else, so the columns have to survive the move.

Hoe de apostille hierin past
Colombia is partij bij de Haagse Apostilleconventie, en de apostille wordt afgegeven door het Ministerio de Relaciones Exteriores via de online dienst in plaats van aan een balie. Wat terugkomt is een elektronisch certificaat met een eigen verificatiecode, bijgevoegd aan het document als een extra pagina. De velden zijn vastgelegd door de conventie zelf, daarom heeft een apostille uit Bogotá en een uit Madrid of Brasília dezelfde genummerde structuur, ook al verschilt de tekst eromheen.
Het onderscheid dat mensen het vaakst verkeerd krijgen, is wat een apostille certificeert. Het bevestigt dat de handtekening en het zegel op het onderliggende Colombiaanse document authentiek zijn. Het zegt niets over de vertaling, en het reist niet automatisch mee met een vertaling. Omdat de apostillepagina zelf in het Spaans is afgedrukt, willen de meeste ontvangende autoriteiten deze laten vertalen, samen met het document waaraan het is gehecht, en de volgorde van de handelingen is belangrijk: een document dat na vertaling is geapostilleerd en een document dat na apostille is vertaald, kunnen er anders uitzien voor het kantoor dat ze leest.
Bevestig de volgorde die de ontvangende autoriteit wenst voordat u begint. Sommige consulaten vragen om de apostille op het origineel en een vertaling van beide, sommige accepteren een vertaling die eerst is gemaakt, en enkele landen buiten de conventie vereisen in plaats daarvan volledige consulaire legalisatie, wat een ander en langzamer proces is.

Bogotá ligt op een hoog plateau in de Andes op ongeveer 2.640 meter boven zeeniveau, wat de hoofdstad een koel, gelijkmatig klimaat geeft dat bezoekers verrast die de tropen verwachten. Elke zondag sluit de Ciclovía lange stukken weg af voor auto's en geeft ze aan fietsers, hardlopers en gezinnen, een gewoonte die andere steden sindsdien hebben gekopieerd.
Voor iedereen die documenten samenstelt, is het praktische punt dat Bogotá de plek is waar de administratie zich concentreert. Ambassades, het ministerie van Buitenlandse Zaken, de nationale universiteiten en de hoofdkantoren van de meeste Colombiaanse instellingen bevinden zich hier allemaal, dus een dossier dat in Cali of Medellín wordt voorbereid, passeert sowieso op een bepaald moment de hoofdstad.

Marginale aantekeningen maken deel uit van het document en worden mee vertaald, elk naast de vermelding die het wijzigt in plaats van aan het einde van de pagina te worden verzameld.
Moet de apostille ook vertaald worden?
Meestal wel, omdat de apostillepagina die in Colombia is uitgegeven in het Spaans is. Vraag de ontvangende autoriteit of ze de apostille vóór of na de vertaling willen laten aanbrengen, aangezien de twee reeksen er anders uitziende bestanden opleveren.
Kan ik een oude handgeschreven kopie van een notaría sturen?
Gescande en gefotografeerde documenten worden direct gelezen, wat de manier is waarop de meeste oudere documenten aankomen. Zeer vage of zwaar handgeschreven registerpagina's zijn de moeite waard om bij goed licht te fotograferen, en het is altijd de moeite waard om het resultaat te controleren aan de hand van het origineel.
