Quechua is a family of languages, not one language
What gets called Quechua is a group of related languages spoken along the Andes from southern Colombia down to northern Argentina, with something between eight and ten million speakers. The internal differences are large enough that they are not dialects in any everyday sense: a speaker from Ancash in central Peru and a speaker from Cusco cannot simply hold a conversation. The broadest split separates the central Peruvian varieties from the southern ones and from Kichwa in Ecuador and Colombia. Southern Quechua, covering Cusco, Ayacucho, Puno and the Bolivian highlands, is the largest group and has the most developed written standard, and it is what a translation tool offering Quechua almost always means.
Legal status differs by country. Quechua is co-official in Peru in the areas where its speakers predominate, it is one of Bolivia's official languages, and Ecuador recognises Kichwa. Ecuadorian Kichwa is far enough from Peruvian and Bolivian Quechua that it needs treating as a separate target. It has its own unified spelling that writes k and w where Peruvian material writes qu and hu, and it has simplified parts of the grammar that southern varieties keep. Material prepared for Cusco is not material for Otavalo, so the country is a question to settle before anything is commissioned.
Three vowels or five, and an apostrophe that is a letter
Peru adopted a three vowel spelling in the 1980s, writing only a, i and u, on the reasoning that those are the vowels the language actually distinguishes and that the e and o sounds are predictable variants appearing next to the uvular q. The language academy in Cusco has argued for decades for a five vowel system that writes those variants out, and material published in Cusco often follows it. The result is that ordinary words have two accepted spellings, and even the name of the city appears as Qusqu in one convention and Qosqo in the other. Bolivia uses its own normalised alphabet, close to the Peruvian one without being identical. None of these is wrong. Which one you want depends on who is receiving the document.
The apostrophe is the technical trap. Southern Quechua distinguishes plain, aspirated and ejective consonants, so p, ph and p' are three different sounds and three different letters. The mark in p' is part of the alphabet, not punctuation. Any software that automatically converts straight quotes into typographic ones rewrites it as a curly apostrophe, at which point searching stops matching, sorting goes wrong, and in some fonts the spacing around the letter changes. Text that has passed through a word processor with smart quotes left on is among the most common forms of corrupted Quechua, and it looks entirely normal to anyone who does not know what to check.
Grammar with no English equivalent to fall back on

Quechua marks evidence grammatically. A suffix says whether the speaker saw the thing themselves, heard it from someone else, or is inferring it. Centuries of contact left Spanish words fully embedded in ordinary Quechua, and nearly all speakers are bilingual. A translation that avoids every Spanish derived word in pursuit of purity reads as artificial to the people it is for, which is a common failing in well meaning official material.
What actually gets translated into Quechua
This is a public service and community language rather than a language of certificates. The demand is created largely by the obligation, in Peru and Bolivia alike, to reach people in the language they speak at home:
- Health ministry material: clinic guidance, maternal health and vaccination campaigns, and consent information for rural populations
- Electoral and civic information prepared for Andean voters ahead of national and regional elections
- Bilingual intercultural education textbooks, workbooks and teacher training material
- Rights information and support material for court and administrative interpreting under Peru's languages law
- Community land titles, statutes and internal agreements for peasant and native communities
- Prior consultation files for mining, energy and infrastructure projects, which the law requires to be conducted in the language of the affected community
- Oral history, ethnographic and linguistic research transcripts, and literary and religious publications
Personal documents are a different matter. Birth certificates, national identity documents, diplomas and court judgments in Peru and Bolivia are issued in Spanish, so a certified translation of one of those is a Spanish job rather than a Quechua one. Quechua translation is about being understood by a community, not about satisfying a registry.
