The numbers on the card do more work than the words

Every driving licence issued in the European Union follows a common layout in which each entry carries a fixed number, whatever language the label around it is printed in. Field 1 is the surname, field 2 the given names, field 3 the date and place of birth. Field 4a is the date of issue, 4b the date of expiry, 4c the authority that issued it. Field 5 holds the licence number, field 9 the vehicle categories the holder may drive, and field 12 any restrictions or additional information attached to those categories.

A clerk who knows that scheme can read a card in a language they have never seen. That is the point of it, and it is the reason those numbers must survive into the translated version untouched. Strip them out and the official on the counter loses the one landmark they had.

Field 12 is the field most often mishandled. It carries harmonised numeric codes rather than sentences: 01 marks a requirement to wear corrective eyewear, 78 restricts the holder to vehicles with automatic transmission. The code is the legally operative content and the printed wording beside it, if there is any, is a courtesy. Both should appear in the output, with the code first.

Category letters mean opposite things on the two sides of the Atlantic

This is the single most consequential trap in the document, and it catches confident translators rather than careless ones.

What the European letters cover

AM covers mopeds. A1, A2 and A cover motorcycles in ascending order of engine power, with age thresholds between them. B is the ordinary car entitlement, limited by the maximum authorised mass of the vehicle. C1 and C cover goods vehicles above that limit, D1 and D cover vehicles built to carry passengers, and adding E to any of them permits a heavier trailer behind it.

What the American classes cover

There is no national scheme. Each state issues its own classes, and the commercial ones are standardised only because federal commercial driving rules require it. Class A, B and C in that commercial scheme run from the heaviest combinations downward. The ordinary passenger entitlement is a Class D in some states and a Class C in others. Motorcycles are usually an M class, and endorsement letters are added for hazardous materials, passenger transport, school buses, tank vehicles and multiple trailers.

Why a literal mapping is an error

A C on a European card is a lorry entitlement. A Class C in a good many American states is the licence you get for driving a family car. Rendering one as the other reverses the meaning in both directions, and it does so in the field an examiner looks at first. The defensible output reproduces the category exactly as printed, translates the definition the issuing country gives for it, and stops there. Deciding which local class corresponds is the licensing authority's call, made against its own statute, and no translation can make it for them.

A translation and an International Driving Permit are not the same thing

People arrive looking for one and needing the other, so it is worth being precise. The International Driving Permit exists under two road traffic treaties, one agreed at Geneva in 1949 and one at Vienna in 1968. It is a small booklet that restates the details of a licence in a set of languages, and it is valid only when carried together with the licence it describes. The 1949 version runs for a year; the 1968 version runs for three years or until the underlying licence expires, whichever comes first.

The part that trips people up: a permit can only be issued in the country that issued the licence, by a body that country has authorised. In the United States that is the American Automobile Association and the American Automobile Touring Alliance. No translation service anywhere can issue one, and any website selling an international driving licence over the counter is selling a worthless booklet.

A translation is a different instrument with different uses. Rental companies, insurers, employers and many licensing counters will read one; some accept it in place of a permit and some do not. Where a national law names the permit specifically, only the permit satisfies it. Where the requirement is simply that an official can read the document, a translation does the job, and it is the faster and cheaper of the two.

Who asks to see it translated

A licensing counter

Exchanging a foreign licence, or claiming credit for years already driven, means the clerk has to read the categories, the issue date and any restrictions.

A rental desk

Agents check the expiry date and the entitlement for the vehicle class being hired, and many will not release a car without one or the other in a script they can read.

An insurer

Shoot both sides in flat light

The categories table and the restriction codes are usually on the reverse, and that side is the one people forget. Lay the card on a plain surface, avoid direct light that bounces off the laminate, and fill the frame with the card.

Name the issuing country accurately

Field labels on many cards are printed bilingually, which can confuse character recognition unless it knows which language to expect. Setting the source language correctly resolves most of that ambiguity.
